How long can an SMS be?

An SMS can be up to 160 characters long. If you want to send a longer text, it will automatically be split into parts of 153 characters (7 characters in each message are used for information that allows the text to appear as a single message on the recipient's phone). This is standard SMS behavior according to the GSM standard, the same for all providers.

Is it possible to find out if a message was read?

No. Within the GSM standard, there is no way to determine whether a message was read. You can only find out whether the message was sent (i.e., whether the phone number is in a valid format) and whether the message was delivered to the recipient's phone. In practice, the number of clicks on a URL in the SMS message is measured to (among other things) consider the SMS as read.
